As in...
Frank: "I put together a straw man proposal describing the first character Dorothy meets on the Yellow Brick Road."

Publisher: "Frank, it's inappropriate for Dorothy to meet an underwear model in a children's book, but I like the concept of having no brain. Let's work together to develop this idea."
