1. I am so busy that I can't help you.
2. What you propose sounds boring or difficult, and I'd rather do most anything else.

As in...
I'd love to help you, but my plate is [really, very, quite, extremely] full now. Maybe when things free up again, I'll circle back with you to see what's what.

Actually, this definition sucks. Let me add my own. You can also share "my plate is full" with a friend or share it on Twitter.
