A term thrown out when trying to explain a stupid policy or effort devised by management.

As in...
Larry: "Ok, let me make sure I get this. I need to fill out this form even though I've already submitted it electronically. Why is that a good idea?"

Frank: "Well, it is what it is. That's our process."

So potentially, you could say this to a client and have it said to you in the same day. That would be a bad day.
