A term thrown out when trying to explain a stupid policy or effort devised by management.

As in...
Larry: "Ok, let me make sure I get this. I need to fill out this form even though I've already submitted it electronically. Why is that a good idea?"

Frank: "Well, it is what it is. That's our process."

This is the ultimate last sentence. It always comes after an awkward moment of silence, like when you tell someone they're being fired. Or when you tell the clients you just spent a million of their ad dollars and didn't get them any sales. And then you get fired. So potentially, you could say this to a client and have it said to you in the same day. That would be a bad day.
