Bottom Line Up Front...you give the end of the story first. You can ramble your ass off AFTER the BLUF but at least have the common courtesy to tell the user what youre going to try and say at the beginning.

As in...
BLUF: We have no idea what to do.
The data isn't conclusive, so we need to form a committee, to discuss the options before we share the plan with our senior stakeholders and take it to the Executive Committee for approval.
